Research brief on facial recognition

Our readings this week discussed 1) effective and ineffective regulation of actually-existing facial recognition technology and 2) a satirical mulching system. Your job this week is to deliberately design ineffective regulations: Something that makes politicians and the public feels like the problem is solved, but leaves the threat relatively undisturbed.
Imagine you are the CEO of Big Face Recognition, Inc. Controversies like those covered in our readings this week are getting all the headlines. Talk of an outright ban on face surveillance for police and military use is picking up. You think this would be a shame because your product genuinely helps people, but, more immediately, and outright ban would be disastrous for your business. You know your Congressperson or Senator is helping to write a bill that will regulate the production of face recognition technology and its purchase and use by law enforcement, border enforcement, and the military. These are your main customers. Your goal is to get legislation passed that calms your critics down and perhaps reigns in the worst abuses of your product, while still preserving your market and your business model.
Write a memo to your Congressperson or Senator describing how you want the bill to look. Describe its goals and provisions. Use our readings as positive or negative examples. The mulching satire can provide a model for how you’re trying to reform face recognition with fundamentally changing it. Our readings on face surveillance may provide examples of things you want your bill to solve, or measures you wish to avoid. Your thesis will summarize your goals for the bill. Because, like last week, our readings are your evidence, you will likely fulfill the evidence standard and the context standard at the same time. Like the mulching satire, the best essays will embrace the role-play.
